ED has released the list of states who have submitted "intent to apply" letters for the Race to the Top fund, part of the American Recovery and Reinvestment Act. Which states are on the list? It might be more important which ones are not. Alaska, the District of Columbia, Maine, Maryland, Michigan, Mississippi, Montana, Nevada, North Carolina, North Dakota, Oklahoma, Rhode Island, Texas, Vermont, and Washington have not submitted letters of intent.
