Below are the discussion areas we will use to frame our work. Please use the reply function to indicate which areas interest you by Tuesday, July 21st.
If you are interested in becoming a Team Leader, please check out the Team Leader Expectations document for more information.
Discussion Area #1: Measures
1. Are current measures adequate? Why or why not?
2. What student-level measures (test scores, other student work) would be useful? Why?
3. What classroom-level measures (observations, etc.) would be useful? Why?
4. What school-level data would be useful? Why?
5. Is the quality and availability of supports such as data/tracking infrastructure and training sufficient? Why or why not?
6. Are there any innovative practices in this area?
Discussion Area #2: Implementation
1. Are the appropriate people conducting the evaluation? Why or why not? Are they properly trained?
2. Are the ratings systems for teacher evaluations useful? Why or why not?
3. Is there enough oversight regarding the process? Why or why not? What is the role of the principal?
4. Do teachers have an adequate role in evaluation? Why or why not? Are their peers involved? Should they be?
5. Do evaluations occur enough? Why or why not?
6. Are there differences in degree of implementation/faithfulness to goal? Why?
7. What are the barriers to implementation?
8. Are there any innovative practices in this area?
Discussion Area #3: Outcomes
1. Is the impact on reward system appropriate? Why or why not?
2. Do evaluations affect professional growth? Why or why not?
3. Do evaluations affect future performance? Why or why not?
4. Is the system fair? Why or why not? Does the system reward effective teachers, offer less effective teachers necessary help they need to succeed, and ensure that chronically ineffective teachers are phased out of the system? Why or why not?
5. Are there any innovative practices in this area?
Discussion Area #4: Policy
1. Are districts playing appropriate role in terms of policy? Why or why not?
2. Are states playing appropriate role in terms of policy? What are the goals of teacher evaluation systems at the state level?
3. Is the Federal Government playing the appropriate role in terms of policy? What goals and levers exist at the Federal level?
4. Are unions appropriately involved? Why or why not?
5. Are non-union teachers and administrators playing the appropriate role in terms of policy? Why or why not?
6. Are funding levels sufficient for implementation? Do they reflect the value of teacher evaluation systems? Why or why not?
7. Are teacher evaluation systems institutionalized? Why or why not?
8. Are there any innovative practices in this area?
Overarching questions – issues to think about and address in each discussion area
1. Are there differences across grade levels?
2. Are there differences across subjects?
3. Are there differences between charter schools and typical schools? Is there anything we can learn from private schools?
4. Are there teacher concerns that have not been addressed?
I am interested in #1 and #2.

Hi Catherine,
I am interested in #1 and #2.... I think it is difficult to discuss the outcome possibilities until we know what we are putting in place.. Then maybe we can think about what the outcome goals and expectations are. Once again, thank you for everything you are doing. I feel energized by this group and so "hopeful" that we are really not just going to "talk about change" but actually be part of the change. So often, I have been involved in staff development, meetings, discussions, that never get past the "why we need change" part and now I feel we will be getting to the core of the problems and define ways to change education for the future. Thank you.

In the discussion about teacher evaluation systems I don't recognize a consensus on what exactly is being evaluated.
Are teachers to be evaluated based on student performance/achievement? What relationship do those measures have with economic growth and opportunity? Is the role of the teacher to train or to nurture? Are classrooms preparing yesterday's workforce or tomorrow's? What responsibility do schools have in the creation and/or maintenance of social demographics?
The answers to these questions not only frame the context of education but the teachers employed within it, as well as the implementation of relevant evaluation systems.
I think I am equally interested in all of these topics. Feel free to shuffle me wherever more input is needed!

Super Connie! Thanks for responding. We'll post the Teams tomorrow. Were you interested in being a Team Leader? Also, have you been able to post something about your experiences with teacher evaluation? As a Dean, I'm sure you have some anecdotes about evaluating your teachers - or perhaps, you yourself being evaluated? We're just looking for stories that can be shared that add real life context to our discussions. Lastly, don't forget to fill out your profile so we can all learn more about you. Many thanks again!

Thanks to everyone who has been able to sign up for Discussion Areas! We are hoping the rest of you will be able to do so by the end of the week. Our team at Hope Street Group has busily been calling/e-mailing all the volunteers to check in and answer any questions you may have. The biggest confusion seems to be around the process and what happens next. So, I'm going to clarify that.
The project is broken down into four discussion areas that are derived from the research about teacher evaluation. Policy volunteers will be divided into four teams that correspond to the discussion areas. There will be one Team Leader and possible co-leaders for each discussion area. Each Team Leader will guide the team over the next 7 weeks to come up with recommendations for essential elements of teacher evaluation systems as they relate to your discussion area. Those recommendations will be compiled into a report that will be released on October 26 in Washington, DC at the National Press Club moderated by Andy Rotherham. There will be a terrific line up of panelists there to support and give context to the report. We are also hoping that Team Leaders and volunteers will be able to be there (if your schedule permits). Immediately after the report is released, we will be arranging meetings with our staff, Team Leaders and the offices of members of Congress to talk about the implementation of the recommendations. The ultimate goal is to have 10 states sign on to the elements. So, as you can see we have great big hopes for your work and believe very strongly in the effort.
This is all by way of saying that we need you to sign up for discussion teams so you all can get going on your work. There are great discussions to be had and a tremendous wealth of knowledge to be shared so, let us know if we can answer any questions that will help you make your decision. And don't forget, if you are interested in being a Team Leader send me a brief statement about your interest and your resume. Though being Team Leader carries more responsibility, you are also given the opportunity to be more visible and directly involved in the policy process.

Here are the most recent Discussion Teams - thanks to all who posted since the initial list went up. If you haven't yet signed up - it's not too late! I also want to annouce that on Monday, August 3, the dicussion area communities will officially "open" and you will find a space dedicated solely to your team. There you will find resources and other tools. Your Team Leader will be contacting you shortly to talk about strategy and timeline. But in the meantime, familiarize yourselves with the space and start thinking about responses and questions relevant to your team. And don't forget to let us know if you have any questions.
